A garden rich in flowers and art was laid out in an area
round the south of Töölö Bay bordered by Finlandia Hall and
the Railway Station in honour of Helsinki's year as European
City of Culture in 2000.
The garden was so popular that the City decided to continue
it in 2001, this time with Japanese environmental art in between
the flowers.
